The Litter Box
On a (kinda) related topic, I had this whole illegal thing worked out back in 1998.
In my Cyberpunk 2020 campaign, as the GM, I had the following laws in place for my game world:
* Build a wall. 8 feet tall by 1 foot wide.
* It will be lit up like daylight with Halogen lamps.
* On either side of the wall, place an electrified fence, 6 feet high with razor wire along the length.
* Every two hundred yards will be a tower, built into the wall, staffed 24/7 (in 4 hour shifts) with expert marksman from our armed forces that have been brought home from foreign countries.
* Any person that survives the fence will be KOS. Either direction.
* A 90 day grace period will be provided to illegal aliens. If they return home voluntarily within this period, they will be bussed/flown by cargo plane to their country of origin at the expense of the government.
* After this 90 day grace period, deportations will commence as follows: a parachute will be strapped to their back, and they will be dropped from a safe parachuting altitude within the borders of their own country. If their own country doesn't want them, they can shoot the plane down (and with it, any financial aid they are receiving from the United States will be immediately cut off, and all their debt to the US is immediately due and payable). We can make those remote planes, so no citizens of the US are killed.
* Deportation will be immediate (within 24 hours) and permanent. Fingerprints will be taken and kept on file. If a deported person is found to be in the US illegally again, that person will be executed immediately. (Or, we'll put them on the plane with other deportees and refuse them a parachute. They can pick.)
* Illegal family members will be deported together whenever possible. Children born of illegals are illegals, regardless of location of birth. We suggest these people leave within the 90 day grace period.
* Additional border patrol/armed forces personnel will patrol the US side of the fence and any tunnels under the border will be immediately blown up (destroyed), regardless of who may be in them.
* Persons caught and proven to be aiding and abetting illegal aliens will be exiled.
* Any company employing illegal aliens will be fined $500,000 each, payable within 6 months. No extension, no exceptions. If you can't pay it, I guess you're out of business.
* Official documents of city, county, state or national origin will be available in English ONLY. If you don't speak English, you'd better have sponsorship papers or a visiting VISA. You may hire an interpreter.
* American schools will no longer have ESL programs. If you have come the this country legally, you will have taken a citizenship test IN ENGLISH, with no interpretation allowed.
* Schools and government organizations (welfare, public universities, banking establishments, et al) will require each attendee/applicant to provide documentation of American Citizenship.
* Hospitals will require citizenship documentation of all patients. People who are citizens of other countries are already required to have an American citizen sponsor to be in the country, and are in the country legally. These persons are advised to keep documentary evidence of their citizen country and sponsorship on them at all times, because a person without verifiable (within 48 hours) documentation will be deported to the host country.
* Detention camps will be set up along the borders to house 1,000 people each of "undetermined origin". These people will be kept in solitary confinement except at such time as they will be working to build/upgrade/maintain the border wall. Once they figure out which country they are from, they will be deported.
* Any legal immigrant found guilty of a felony crime will be deported.
* No VISAs will be authorized for them or their family members ever, their original US sponsor will be banned from further sponsorship ever, and the criminals further presence in the US will be punishable by exile. (An exception is made for US citizens who report immigrant crime, they will not be deported if it's a family member, but they can no longer sponsor a person into the country.)
That's just a few of the laws I had in my world-books for my Cyberpunk 2020 game. I had an exile system worked out too, as opposed to prisons, there were areas of land in each state, with borders like described above, people who were sent to exile had "EXILE" tattooed on their foreheads and parachuted into the exile camp, which was a rather large area. Exiles were not provided supplies of any kind and are forced to manage their food supply and building materials (natural resources) on their own.
Exiles differ from Prisons, in the facts that Exiles are never released.
You can be exiled for: rape, murder, if a 16 year old or older has sex with a person 15 or under, consensual or not, and other felonies. Keep in mind that many laws were stricken from the books in my world, so a felony is really a felony. Drug use is completely legal.
